for this one, i thought of ties as in music notation, where they're used to connect two notes of the same pitch. they basically make one long note, but by breaking it into two or more parts you can vertically align something with one of the parts to indicate where it should coincide.
anyway, the main upshot of this for me was: syncopation my beloved!!! there are two keyboard lines here comprised of dotted quarter notes. i don't think they would actually be notated with ties because they're different parts, but hey, i had an idea and i ran with it. i could also see this track being the music in an office building in a jrpg, so it could also mean "ties" as in the neckwear. maybe???
